The Mega Drive is heavily based on the Model 16A Arcade Board with the difference being that the Mega Drive can only display 80 Sprites (instead of 128), only has access to 512 color (instead of 4096 colors), the CPU is clocked at 7.6 MHz (instead of 10 MHz) and lastly the hardware sprite zooming is misssing in the Mega Drive.
